How to a Get Driver’s License in China Road Access (2026)

Chinese Driver's License

Chinese Driver's License

To drive in mainland China you will need a Chinese driver’s license, foreign licenses and IDPs have no legal standing in China and it has not signed the 1949 Geneva or 1968 Vienna Road Traffic Conventions. For a complete breakdown of legal requirements, see our guide on Driving in China: 18+ Minimum Age, Invalid IDPs & Visitor Rules (2026). Depending on your type of visa and how long you intend to stay there are two options available: a Temporary Driving Permit for short stay visitors, or a Full Chinese Driver’s License for those residing in China long-term.

Which path applies to you?

PATH A — SHORT STAY

Temporary Driving Permit

For: Tourists, business visitors (<3 months)

Visa types: L (Tourist), M (Business), F (Family Visit)

How to Get a Temporary Driving Permit

A purely administrative process — no medical exam, no driving test. Three steps at the VMO, typically completed within one week.

Required Documents

Three document groups are required. Prepare all items before visiting the VMO — incomplete submissions will not be processed.

1. Valid Passport and Short-Term Visa

    • Valid Passport (Original) — Must be valid for the full intended stay; photocopies and digital versions not accepted.
    • Short-Term Chinese Visa — One of the following categories:
      • L visa — Tourist / Leisure
      • M visa — Commercial / Trade Activities
      • F visa — Non-commercial exchanges, including family visits

The permit's validity ties directly to the visa expiry date and cannot exceed it (maximum 3 months).

2. Foreign Driver's License and Certified Translation

    • Valid Foreign Driver's License (Original) — The physical card or booklet issued by your home country authority. Requirements:
      • Currently valid — not expired
      • Original document — not a duplicate, interim paper, or digital copy
      • Covering the intended vehicle category — typically Category C (private car)
    • Certified Chinese Translation — Must be issued by one of the following authorised sources:
      • Public Notary Office — Universally accepted across all VMO branches
      • VMO-designated translation company — Confirm your local VMO's approved vendor list before booking
⚠ Invalid translation sources: Standard commercial translation agencies and online tools (e.g. Google Translate) are not accepted. The VMO will reject the application if the translation is not from an authorised source.

3. Photographs

  • Two 1-inch Passport Photos — White background, recent portrait; dimensions 35 mm × 25 mm.
⚠ What you do NOT need for a Temporary Permit: No medical examination certificate, no accommodation registration form, and no residence permit. These are Path B requirements only.

Step 1: Document Submission

    • Visit the Vehicle Management Office (VMO / 车管所) service window in person.
    • Submit the complete document set: Passport, Short-Term Visa, Foreign Driver's License (Original), Certified Chinese Translation, and Passport Photos.
    • VMO staff verify all documents and create the application file.

Document verification is completed on the same visit. Incomplete submissions will be returned — no partial processing.

Step 2: Pay Fee and Receive Receipt

    • Pay the processing fee at the payment window: 10–30 RMB.
    • Receive a collection receipt specifying the designated return date.

Permit production typically takes 1–5 business days. The return date is printed on your receipt.

Step 3: Permit Collection

    • Return to the same VMO service window on or after the date shown on your receipt.
    • Present your receipt, sign the register, and collect the Temporary Driving Permit.
✓ No exam required: The Temporary Driving Permit involves zero theory tests, zero practical driving tests, and zero medical examinations. It is a document-verification process only.
⚠ Validity restrictions: Valid only within the issuing province (maximum 3 months, tied to visa expiry). Cannot be renewed. Each new visit to China requires a fresh application from the beginning.

How to Get a Full Chinese License

Three stages at the VMO: register, sit the required theory exams, then collect your license. Foreign license holders are exempt from all practical driving tests — only two computer-based theory exams apply.

Required Documents

Documents are grouped into three categories: residence & identity, medical, and driving qualification. The qualification group differs based on whether you are exchanging a foreign license or applying as a new driver.

1. Residence and Identity Documents

    • Valid Passport (Original) — Currently valid; original document only.
    • Long-Term Residence Permit or Entry Permit — One of the following:

      • VMO self-service health screening kiosk — Available at many VMO offices on-site; cost 20–40 RMB, results instant (5–10 minutes)
      • VMO-designated hospital — Ask your VMO for the approved hospital list; cost 50–100 RMB (30–60 minutes including wait)

The certificate is valid for 6 months from the date of issue. Obtain it before submitting your application at the VMO. Exam components include: visual acuity, colour perception, hearing, limb mobility, and a general health questionnaire.

3. Driving Qualification Proof
